The colleges – a number of which were bogus and did not offer genuine courses could have brought more than 11,000 students into the UK to study each year. New UK Border Agency regulations have raised the standards education providers must meet to sponsor international students. So far, 474 colleges have lost their right to recruit international students after they failed to sign up for the new inspection system.  Just over a year ago Michael D Higgins was elected as Ireland’s latest President. His victory followed a golden period for the office of President with the visitations of both the British head of state and, later, the US President in 2011. Both these important occasions helped to seal outgoing President Mary McAleese’s popularity.

Across the world the passing of the end of the 13th Baktun (or December 21, 2012 per the Julian Calendar) was taken with a pinch of salt by state governments. But in some parts of Latin America, the Mayan prophesies were taken more seriously; and nowhere more so than in Bolivia. 'Alarming' drop in students from Indian subcontinent
Share on twitter Share on facebook More Sharing Services
11 January 2013
By John Morgan
The number of Indian students studying at UK universities fell by 24 per cent last year, as the government's tightening of the student visa system took effect.

However, figures from the Higher Education Statistics Agency also show that the number of Chinese students studying in the UK rose by 16.9 per cent in 2011-12.

Overall, the number of non-EU students studying at UK higher education institutions rose by 1.5 per cent in 2011-12, according to Hesa.

But news of the 23.5 per cent fall in Indian students, and the 13.4 per cent fall in students from Pakistan, brought concern about the impact of tighter government policy on student visas. This tightening is a major element of the government's policy to reduce net migration into the UK to the "tens of thousands" by 2015.

Jo Beall, British Council director of education and society, said the India and Pakistan falls were "very alarming indeed".

She added: "Not only are these countries with large numbers of ambitious students aspiring to study overseas, but they are also countries with which we have historically been actively engaged in the areas of higher education and research."

Hesa's figures also look at the number of students starting courses in 2011-12, giving a more up to date indication of trends. For non-EU postgraduates, new enrolments fell 2 per cent.

Across all levels of study, the number of new non-EU students was static - after years of increases.

Dr Beall said: "Although the UK government has made it clear there is no cap on international students, these statistics for the first time provide real evidence that the changes to UK visa regulations may have dissuaded many students from applying to the UK, and in particular postgraduate students who are so important to the UK's research output.

"The UK enjoys an excellent reputation around the world for the high quality of our education system, so the government needs to ensure that institutions have all the support they need to attract international students who make a tremendous academic, cultural and economic contribution to the UK."

Projects to provide over 25,000 permanent school places and 4,000 jobs
2012 Press Releases NE&S

The Minister for Education and Skills, Ruairí Quinn, T.D., has today announced the 50 school projects which are scheduled for construction in 2013.

A €2 billion five-year capital investment programme, launched by Minister Quinn last March, gave details of 275 new major school building projects to begin over the period 2012-2016.

The projects being announced today are part of the five year plan.

Some €370 million will be spent on primary and post-primary infrastructure next year, with a projected expenditure on large scale projects of more than €240 million.

The major projects scheduled to proceed to construction in 2013 comprise:

22 new schools at primary level
12 extensions at primary level
13 new schools at second-level
3 extensions at second-level
Together with ongoing projects from 2012, this means that a total of 113 major school projects will be on site next year.

In addition, the Minister confirmed that a total of 53 major school projects have now reached substantial completion in 2012.

The 2013 construction plan will deliver over 25,000 permanent school places. Of these, almost 21,000 will be additional places and the remainder will replace temporary or unsatisfactory accommodation.

Announcing details of the building programme Minister Quinn said, “These major school projects are great news for communities the length and breadth of the country.

“Alongside the 25,000 permanent school places that are being built, this significant investment will lead to the creation of some 3,400 direct jobs and 680 indirect jobs.  This is a welcome boost not only to the construction industry but to the communities where building will take place.”

Minister Quinn continued, “We are facing massive increases in our school going population in the coming years. Total enrolment in both primary and post-primary schools is expected to grow by over 70,000 between now and 2017 - over 45,000 at primary level and 25,000 at post primary - and will continue to grow up to at least 2024 at second level.”

“We have to ensure that every child growing up in Ireland can access a place in a classroom when they go to school.

“Today’s announcement is part of the Government’s plan to provide more than 100,000 permanent school places over the course of the five year plan.”

As 2013 progresses, projects scheduled to begin building in 2014/15 will be assessed to see if they are ready to go to construction earlier than planned, and if there is financial scope to do so.

Details of the progress of all major projects listed in the Five Year Plan will continue to be maintained and updated on the Department’s website, www.education.ie

“Education in Ireland” opens first office in Malaysia
2012 Press Releases NE&S
The Minister of State for Training and Skills, Ciarán Cannon TD, will this week lead a seven-day “Education in Ireland” mission to Vietnam and Malaysia, organised by Enterprise Ireland. This mission forms part of the Government’s strategy to promote Ireland as a world-class destination for international education, and double the number of international students studying in Ireland by 2015.
The Minister will be accompanied by 13 higher education institutions and the visits are being assisted by the Irish Embassies in Vietnam and Malaysia. This visit follows the recent successful education mission to India also led by Minister Cannon.
Speaking in advance of his departure, Minister Cannon said:
“This is the first education services mission to Vietnam by Irish higher education institutions.  Vietnam has a very young population with a strong desire for quality education. More than 100,000 Vietnamese students travel overseas each year for higher education – we want to ensure Ireland has a share of that group.
“In Malaysia, we already have a strong reputation for the quality of our Medical degree courses. This mission will build on that reputation and create awareness of Ireland as a destination of choice for other disciplines such as Science, ICT, Business Studies and the Arts and Humanities. The opening of the first “Education in Ireland” office in Malaysia is a major step in enhancing education links between Malaysia and Ireland.”

In Vietnam Minister Cannon will visit Hanoi and Ho Chi Minh City where he will:

Take part in bilateral talks with key Vietnam Government Ministries
Attend an Ireland Education Workshop to bring Irish and Vietnamese educators together to form working relationships Visit an Education Fair and attend business and networking sessions to raise awareness of “Education in Ireland”
Witness the signing of a number of MOUs (Memorandums of Understanding) between Irish institutions and partners in Vietnam Attend a conferring ceremony for Vietnamese graduates of the Smurfit Business School, UCD, who have completed their Masters’ programme under the Irish Aid IDEAS programme. This is the first time this prestigious event is being held in Vietnam Visit a number of important Irish Aid-funded projects which provide skills and training for people with disabilities

On 12th December the mission will travel to Kuala Lumpur, Malaysia where the Minister will:

Hold bilateral talks with a number of Malaysian Ministries
Open the first “Education in Ireland” office in Malaysia, representing a major step in bringing Malaysia and Ireland closer together in terms of education services
Meet with local education institutions to support Irish higher education institutions ready to grow links
Witness the signing of a number of MOUs (Memorandums of Understanding) between Irish institutions and partners in Malaysia
Attend the Star Education Fair at which 12 Irish higher education institutions will be participating. The fair attracts over 80,000 prospective students each year
Attend a conferring ceremony for graduates of Carlow IT’s Aeronautical Engineering degree course
Enterprise Ireland’s Director of ASEAN, Michael Garvey, who is accompanying Minister Cannon on the education mission, commented:
“Ireland is renowned for the quality of its education and particularly for the fact that it produces graduates that are fit for today’s high-tech industries. This mission will help to open doors for Irish higher education institutions in Vietnam as they actively seek to win a share of the 100,000 Vietnamese students who travel overseas each year.

“In Malaysia the mission will help to build on our existing strong links with the Malaysian Government on education services. The mission will also endorse the success achieved to date by ambitious Irish companies who are already operating successfully in the region.”

While the main focus of the mission is on Education services, the Minister will also use the visit to support innovative Irish companies who are successfully operating in the region. In Vietnam he will officially open Cork company Glandore Systems’ new offices in Ho Chi Minh City. He will also formally launch the new Vietnam-Irish Chamber of Commerce.
The mission to Vietnam and Malaysia will run from 9-15 December 2012.

A new magazine about Ireland as a study destination has been launched aimed at those studying, or thinking of studying in the country. Yeah! International Student Magazine is designed to show students the quality of the Irish education system, providing students with information about Irish culture, lifestyle and entertainment choices.
Editor Ian Callagy (bottom right) was joined by faces from Ireland's IE community to celebrate the launch of Yeah!, a new magazine aimed at international students in the country

About Dan Thomas
Dan Thomas previously worked as a freelance finance and culture journalist. He has also worked in communications in the international education industry.
The magazine can also be used as a marketing tool by agents and at student fairs
Sub-editors committee mention it could be used as a marketing tool by agents and at student fairs. He hoped it would “lead to more international students choosing Ireland as their preferred country to obtain a degree or to learn the English language”.
The magazine is independent but being supported by Education Ireland, the new government brand promoting Irish education abroad with the aim of doubling the number of overseas students coming to Ireland by 2015.
The first issue contains an interview with Ruairi Quinn, minister for education and skills, a feature on Ireland as a study destination, and input from international students who have already studied in the country. The magazine also run tours for international students and plans an international education awards scheme later in the year.
Said Quinn: “I want to congratulate the team behind Yeah!… I hope that it will prove a vibrant and valuable new voice on international student issues.”
The publisher has previously published a magazine for Brazilian students in Ireland
Yeah’s publisher, Dreams Media Producer, also produces a magazine for the 14,000-strong Brazilian student community in Ireland. It said it would circulate  copies of Yeah! in Ireland and send  abroad for agents, student fairs and embassies.
There were 126,000 international students in Ireland last year – around 96,000 studied English and 30,000 were in higher education.
